Preparing for the birth of a child is typically a time of joy and anticipation. Giving birth to a child with disabilities is also filled with that special joy but with an unexpected apprehension that lasts throughout a parent's life. The idea that your child may be dependent on others for the rest of their life may feel overwhelming. Many parents of children and young adults with disabilities cannot even begin to think about how their death will impact their child's life. Older parents begin to realize that their lives will not go on forever and that they need to address the continuation of care for their loved one beyond their own existence.

These concerns were the premise behind the recent (1999) creation of the Delaware CarePlan. The mission of the not-for-profit organization is to enhance the quality of life for individuals with disabilities and their families by providing life long planning services, financial security and support services to individuals with disabilities beyond their basic care. Parents of children with disabilities played a pivotal role in establishing the organization and have significant representation at the leadership level. With CarePlan, the family decides how their relative with a disability will be provided for in the future. Working with experienced professionals, the family creates a written plan and makes arrangements in advance with a care provider. Families establish protected trusts to set aside a sum of money to provide for their loved ones future needs.
