Promoting and protecting the civil rights of the estimated 27,000 Delawareans with intellectual and developmental disabilities (I/DD) is what drives The Arc of Delaware. By providing a voice at the state and local legislative levels, we champion the policies, services and funding needed to secure civil rights in housing, employment, health care, education, criminal justice, accessibility and more. We work closely with community leaders and influencers, the media and other agencies to foster respect, raise awareness and remove attitudinal barriers to full community inclusion and acceptance of people with I/DD.

For 2018, The Arc of Delaware Public Policy Committee has identified four Legislative Priorities:

  1. Pass HB 104 to fully fund the DDDS service system beginning with a $9 million appropriation in FY19.
  2. DHSS should not pursue Managed-Care Organization (MCO) participation in the delivery of DDDS’s services.
  3. DDDS needs to ensure that there is a system for the fair and timely payment for services delivered.
  4. Physician-assisted suicide must be prohibited for persons with intellectual and developmental disabilities (I/DD) due to the prohibitive risks of undue influence.
